Hurricane Helene Response Update

Dear friends,

Thank you so much for your generous response to the calls for aid from the hurricane devastation in the North Carolina mountains.   When I went to Newland on Tuesday, the back of my Jeep was full, and I was able to find sites that had room to store what I had brought up. 

At this moment, our United Methodist  collection sites and distribution sites are fully stocked and they are asking local churches to pause collections and deliveries.  If you have already purchased something from one of the lists we published last week, please bring it to the church and we will store it until needed.  If, at some point, some of what we receive isn’t needed in the mountains, we will donate it to Open Hands or Pastors’ Pantry.

Here are more details about how your financial offerings are being used:

  • All offerings made to UMCOR will be used by trained disaster relief teams to help people get their homes repaired or rebuilt
  • All offerings made to the Western North Carolina Conference will go to our Mission Response Center in Mooresville, who will use the funds to support churches in the mountains who serving as aid distribution sites, and are hosting Disaster Relief teams, Law Enforcement Teams, and Emergency Rescue Teams in their churches.  These funds will also be used to purchase materials for all the teams hosted by churches.

An email we received from our District Superintendent detailing the three phases of a disaster response.  Please read this carefully to better understand what all is going on in the mountains.  

As we witness the immense devastation caused by Hurricane Helene across our area, we are overwhelmed by the response and caring of faithful United Methodists across the Western North Carolina Conference. Our conference staff is working around the clock to check in with affected community leaders, clergy, and disaster response teams.

**IMPORTANT UPDATE - 10.9.24**

We are deeply thankful for the overwhelming response from our WNCC family and the broader community in caring for those affected by Hurricane Helene. The generosity has been extraordinary, and as a result, our distribution sites are overflowing. To give them space to distribute these resources and allow our partners time to rest, we are initiating a brief pause in our donation supply chain.

This pause allows us all to reflect, pray for guidance, and prepare for the next steps. While we encourage you to continue packing flood buckets, we ask that no new deliveries be made at this time. We will notify you as soon as we are ready to receive donations again.

Recognizing the Contextual Nature of Impact

Some areas will be ready for assistance before others. This is the contextual nature of disaster response. It’s essential that we remain humble, recognizing that local communities are the experts in their own recovery process. We are committed to respecting their needs and timing. 

Financial Contributions 

For those eager to continue supporting, financial donations are the most crucial way to help at this time. Monetary gifts allow us to provide aid where it's most needed, particularly in communities that are struggling economically or are not receiving widespread attention and support. Your contributions will ensure ongoing work is happening in these areas during the full length of this recovery process.

Donations made through this online portal will go directly to the relief and recovery of local communities in western North Carolina.

Additionally, checks can be made out to "WNC Treasurer" and mailed to PO Box 2757, Huntersville, NC 28070, with the memo Disaster Response. The funds from checks with "Disaster Response" in the memo will go directly to the relief and recovery of local communities in western North Carolina.

Looking Forward: Targeted and Strategic Giving

As the situation evolves in our affected communities, so must our response. Needs are changing, and we ask for your flexibility and readiness to adapt. As we move forward, requests for material donations will become more specific. Rather than broad calls for a list of common supplies, we will begin matching districts and churches with specific requests from affected communities. In the coming days, your district will provide details on how these targeted donations will be coordinated.

A Marathon of Relief and Recovery: Understanding the Three Phases of Disaster Response

When disaster strikes, such as the devastation caused by Hurricane Helene, response work occurs in distinct phases. Knowing how disaster response unfolds can help us be more effective in our support. Whether through donations, volunteering, or prayer, understanding the phases of response—Rescue, Relief, and Recovery—allows us to see where and how we can best serve. 

 

Each phase plays a critical role in the journey from crisis to rebuilding communities. In the Western North Carolina Conference, our work primarily focuses on the relief and recovery phases, the long-term efforts that extend beyond the initial emergency. This knowledge reminds us that recovery takes time and that our efforts will be needed for months and even years to come.

The Three Phases of Disaster Response:

Phase 1: Rescue (Emergency)

The first phase, Rescue, begins immediately after a disaster. Trained civilian and military personnel like firefighters, police, and the National Guard respond to save lives, put out fires, and secure communities. This phase happens quickly, often while the disaster is still unfolding. These first responders operate under emergency conditions and provide immediate life-saving actions. 

Key points for WNCC Disaster Ministries:

  • While we are not directly involved in this phase, United Methodist churches and ministry partners, like Lake Junaluska, will sometimes provide first responders housing, meals, showers, and other forms of hospitality. 
  • In this phase, our role is only to support those who are doing the life-saving work.
  • Our approach is not to be first-in but long-lasting.

Phase 2: Relief

Once the immediate danger has passed, the Relief phase begins. There are two main ways WNCC Disaster Ministries works during the Relief phase. First, using the best of the connection, we mobilize quickly to move critical supplies to the areas that need them most. In the days following Hurricane Helene, we witnessed the incredible organization and generosity of The United Methodist Church as United Methodists moved millions of water bottles, paper towels, diapers, formula, food, gasoline, and so much more into the hardest-hit communities. This work has been essential over the past 10 days, helping meet the immediate needs of those in devastated areas.

The second level of work during the Relief phase is the deployment of Early Response Teams (ERTs). ERTs are groups of trained volunteers who are called in to assist with stabilization efforts. These teams help prevent further damage by cleaning up debris, stabilizing homes, and offering a caring presence to those in distress. ERTs also prepare homes for the rebuilding teams that come in the next phase.

In both the Relief and Recovery phases, our volunteers go where others may not, often serving those overlooked by larger agencies. While FEMA and state agencies provide broader relief, our teams focus on personal, community-based efforts.

  • We are currently (10.8.24) in the relief phase following Hurricane Helene.
  • This phase is demanding but vital in bridging the gap between chaos and recovery.
  • Your generosity in donations and your willingness to serve are critical at this time.

Phase 3: Recovery

The Recovery phase is about rebuilding homes, communities, and lives. This phase can last for years, especially after a storm as destructive as Hurricane Helene. Our efforts shift to long-term support, such as helping families rebuild their homes and regain self-sufficiency. When you think about mission trips following large natural disasters, those efforts happen during the Recovery phase. 

At this stage, we step in where other agencies may no longer be present. State and federal organizations recognize our unique ability to serve the overlooked and underserved populations, and they know to call us in when it’s our time.

  • Remember, recovery is a marathon. Our teams will be working in affected communities for years to come.

The Marathon of Disaster Response

Disaster response is not a sprint but a marathon. While the initial flurry of activity may feel urgent, the road to recovery is long. Our focus is on the long haul. The work following Hurricane Helene will likely take multiple years, and we need your help to pace ourselves for the journey ahead.

Moving Forward Together

As we continue to move through the Relief phase, it’s important to remember that disaster response work involves rapidly changing needs, and each community’s context is different. Some areas are ready for our Early Response Teams (ERTs), and we are preparing to send those volunteers. However, other communities are not yet able to receive outside help. Likewise, the need for donated items will vary based on each community’s immediate needs. As the situation evolves, so too does our response. Remaining flexible and open to what is truly needed of us will allow us to serve most effectively.
